On 10th December 2007, the Government published a ministerial concordat called “Putting people first: a shared vision and commitment to the transformation of adult social care”. The key element of “Putting People First” was the development of a personalised adult social care system to ensure that “older people, people with chronic conditions, disabled people and people with mental health problems have the best possible quality of life and the equality of independent living” which is “fundamental to a socially just society". |
